Top AI Executives Ask Congress to Regulate Synthetic DNA Sales, Citing Bioweapon Risk

Top executives from major AI companies—including OpenAI, Anthropic, Google DeepMind, and Microsoft—have urged the US Congress to pass laws that tighten regulation of synthetic DNA and RNA sales to curb the risk of AI-enabled biological weapons. The letter argues that as AI becomes more capable in life-science tasks and DNA synthesis becomes cheaper and more automated, malicious actors may better navigate the commercial “supply chain” of gene providers—especially those that do not rigorously screen customers and sequences of concern. Rather than restricting AI model access, the proposal targets the moment an order is placed, calling for vendor screening of customers and orders against established dangerous-sequence databases. Signatories also warn that AI could be used to identify weak suppliers and even suggest order modifications that help evade existing screening systems. The concerns are informed by prior research showing AI protein-design tools could generate gene sequences that bypass some industry screening, alongside real-world demonstrations of how mail-order synthesis can be used to recreate harmful pathogens. Support for the effort spans tech leaders, scientists, national security experts, and the gene-synthesis industry, reflecting growing urgency that safeguards keep pace with advances in both AI and biotechnology.
The public letter was organized by the nonpartisan Institute for Progress and the right-leaning Foundation for American Innovation, and it warns there is “a real possibility that the knowledge barriers which have historically prevented bad actors from obtaining biological weapons will meaningfully erode.”
A key real-world example cited by supporters: in 2017, Canadian researchers used about $100,000 worth of mail-order DNA to reconstitute the extinct horsepox virus—critics said the same approach could be used to construct smallpox.
The letter’s concerns are grounded in a specific finding from Microsoft research: AI protein-design tools proposed new protein sequences with “structural similarities to known dangerous proteins,” which Microsoft said could allow sequences to bypass screening software used by some companies.
The named signatories include specific CEOs—Google DeepMind CEO Demis Hassabis, OpenAI CEO Sam Altman, Anthropic CEO Dario Amodei, and Microsoft AI CEO Mustafa Suleyman—rather than a generic “industry” endorsement.
