BC Hydro moves forward with Vancouver Island’s first 100-megawatt battery storage facility to boost grid reliability

BC Hydro is moving forward with British Columbia's first utility-scale battery energy storage facility, to be built near Duncan on Vancouver Island, according to Victoria Buzz. The project will store at least 100 megawatts of electricity — enough to power tens of thousands of homes during peak demand periods.
The facility will sit on BC Hydro-owned land next to the Vancouver Island Terminal Substation in the Cowichan Valley. It is targeted to be operational by 2030 as part of BC Hydro's broader Powering Growth plan, Kelowna Capital News reported.
Vancouver Island's population is growing, and so is its electricity demand. The island's grid needs more flexibility to handle busy periods when everyone draws power at once. Battery storage fills that gap by acting like a giant rechargeable reserve — charging up when demand is low and releasing power within seconds when it spikes.
BC Hydro is clear that battery storage is not meant to replace dams or other traditional generation. Instead, it works alongside existing power sources to keep the grid stable and reliable, Peace Arch News reported.
BC Hydro evaluated several locations before settling on land it already owns adjacent to the Vancouver Island Terminal Substation. The utility weighed grid reliability, construction costs, environmental impacts, and effects on nearby communities, according to Clearwater Times.
Placing the facility next to an existing substation keeps connection costs low and limits the footprint of new development. BC Hydro says using land it already controls helps speed up the project and reduces the risk of delays.
A formal procurement process is now underway. BC Hydro plans to issue supplier qualification documents on July 30, 2026. Only qualified suppliers will then receive a request for proposals later that same year, Victoria Buzz reported.
