Ukraine Reports Russian Deployment of Oreshnik Missile Units to Belarus

The Oreshnik is believed to be a modified version of Russia’s Rubezh surface-to-surface missile. Its high speed makes it difficult for Ukrainian air defenses to intercept, and although it is designed to carry nuclear warheads, the Oreshnik missiles previously used against Ukraine were not nuclear-armed.
Russia has used the Oreshnik in three known attacks: against Dnipro in November 2024, during a large-scale strike that included Lviv, and against Bila Tserkva in May. The reported damage from those attacks was described as minimal.
The deployment follows an earlier warning from Ukrainian President Volodymyr Zelensky, who said more than six months earlier that Belarus already fully or partially hosted the Oreshnik system and that Russia had completed preparatory technical work there.
Belarusian opposition leader Sviatlana Tsikhanouskaya warned that Russia could use Belarusian territory to escalate tensions and carry out provocations against NATO countries.
The Oreshnik system reportedly contains almost no foreign components, while many of its components are manufactured in Belarus, underscoring the industrial dimension of the two countries’ military cooperation.
Ukraine's military intelligence says Russia has deployed units armed with Oreshnik missiles to Belarus, creating a new potential launch point closer to Ukrainian targets. Ukrainian Intelligence reports that Russia's 101st Missile Brigade, equipped with these intermediate-range ballistic missiles, is now operating on Belarusian soil. The move deepens Moscow's military ties with Minsk but does not yet signal a Belarusian ground invasion from the north.
Ukraine is more concerned about Russia using Belarus as a base for drone operations. Kyiv Officials warn that Belarus has allowed Moscow to install radio-signal relay stations that guide Shahed drones toward Ukrainian cities and power plants. This arrangement suggests Belarus may have limited control over Russian military activities on its territory.

This assessment provides some relief, though it does not rule out future Belarusian involvement.
Still, the missile deployment marks a significant shift in Russian-Belarusian military cooperation. It gives Moscow another foothold to strike Ukrainian targets from multiple directions. The arrangement also raises questions about how much control Minsk actually exercises over Russian military operations on its soil.
