Russian Envoy Holds Washington Talks With US Officials on Ukraine War

Russian envoy Kirill Dmitriev held what a U.S. official described as constructive talks in Washington with U.S. officials about a peaceful resolution to the war in Ukraine and possible U.S.-Russia energy initiatives after the war. The visit followed President Donald Trump’s meeting with Ukrainian President Volodymyr Zelenskyy in New York, where they discussed a possible ceasefire covering energy targets. The discussions took place as Russia continued attacks across Ukraine, including strikes that both sides said damaged energy infrastructure and civilian sites; the claims about specific targets could not be independently verified. Separately, Russian Foreign Minister Sergey Lavrov said Moscow and Washington had agreed to hold talks on outstanding bilateral issues, with a date and location still to be arranged.
Dmitriev had met with U.S. envoys Steve Witkoff and Jared Kushner in New York on September 24 to discuss U.S.-Russia relations and ending the war.
Putin reportedly wants to resume trilateral Ukraine talks involving the United States, but the Kremlin said there had been no progress toward such a meeting.
Zelenskyy said the United States and Norway had supplied a NASAMS system and missiles, and thanked France and Germany for providing air-defense missiles.
Lavrov said the proposed bilateral talks were agreed during his discussions with U.S. Secretary of State Marco Rubio; Russian and U.S. experts were to settle the date and venue.
