UK Government Rejects Proposals for Legal AI Emergency Shutdown Mechanism

The government’s opposition does not formally block the proposal from continuing through Parliament, but it makes the measure unlikely to become law.
Former OpenAI researcher Daniel Kokotajlo argued that a unilateral shutdown mechanism would offer little protection without international agreement, warning that the UK could still be “steamrolled by the super intelligences created in the US.”
The Cabinet Office said AI companies have a clear responsibility to develop their products safely and invest in the security infrastructure needed to manage the technology’s risks.
The discussion followed concerns about AI-safety preparedness, including an Anthropic-related warning that there is not yet a plan to solve alignment for superintelligence, while the Financial Times reported that a major U.S. technology company had withheld its latest model from the UK’s AI Safety Institute.
The UK government has rejected a proposed legal "kill switch" that would let regulators shut down dangerous AI systems in emergencies.
