Flō Networks Announces Public Tender Offers to Acquire Controladora Axtel and Axtel

Flō Networks, a U.S.-based fiber-optic provider, announced plans to acquire up to 100% of Axtel, Mexico's major telecom company The Whig. The deal would combine their networks and services across Mexico, the Southwest U.S., and Latin America. Regulatory approval must come first before the public tender offers begin.
Flō Networks targets two entities: Controladora Axtel and Axtel itself National Post. These are the holding company and operating company of Axtel, a major telecom player in Mexico. The acquisition would cover all outstanding shares and CPOs (certificates of participation). This is a complete takeover attempt, not a partial stake.
The deal brings together complementary fiber-optic assets Financial Post. Flō already operates networks in Mexico, the Southwest U.S., and Latin America. Axtel adds local telecom expertise and infrastructure. Combined, they promise to invest more in network resilience and expand digital services for businesses across the region.
The tender offers are pending regulatory approval from Mexican authorities Pembroke Observer. Until regulators sign off, Flō cannot formally launch the public offers to buy Axtel shares. The timing depends entirely on how fast Mexican regulators review and approve the deal.
