FirstEnergy Bolsters Senior Leadership with Strategic Appointments in Business Transformation and Compliance

FirstEnergy Corp. named three senior leaders on June 18, 2026, as the Ohio utility works to rebuild its reputation after a massive bribery scandal. Antonio Fernández moves to Vice President of Business Transformation, Deandra Williams-Lewis becomes the new Chief Ethics & Compliance Officer, and Brian Harrell adds Chief Privacy Officer to his security role, according to Yahoo Finance.
The moves come just two weeks after a Summit County grand jury re-indicted former CEO Chuck Jones and former SVP Michael Dowling on 22 felony charges tied to the House Bill 6 bribery scheme — described by federal prosecutors as the largest bribery and money-laundering case in Ohio history, according to Benzinga.
Fernández held the Chief Ethics & Compliance Officer job for five years before this switch. CEO Brian X. Tierney said "Antonio's leadership experience, enterprise perspective and proven track record make him uniquely qualified" to lead the new Business Transformation function. That team will focus on cutting costs, simplifying processes, and supporting FirstEnergy's $26 billion Energize365 capital plan through 2028, according to MarketScreener.
Williams-Lewis steps into the compliance chief role after serving as Director of Ethics & Compliance and Chief Privacy Officer. She will report directly to the Chief Legal Officer and the company's Board Audit Committee. Harrell, a former U.S. Department of Homeland Security assistant secretary, keeps his Chief Security Officer title while absorbing the privacy role to protect data for over 6 million customers across six states, per Yahoo Finance.
The leadership shakeup is the latest step in a years-long effort to recover from the HB 6 scandal. FirstEnergy funneled roughly $60 million through dark-money groups to then-Ohio House Speaker Larry Householder to win a $1.3 billion ratepayer-funded bailout for two nuclear plants. The company paid a $230 million penalty in 2021 under a deferred prosecution agreement. Householder was later sentenced to 20 years in prison, according to Benzinga.
In November 2025, Ohio's Public Utilities Commission ordered an additional $250 million in refunds for ratepayer harm. Ohio Attorney General Dave Yost has continued to describe former leadership as running a "criminal enterprise." Consumer advocate Maureen Willis of the Ohio Consumers' Counsel called the penalties a step forward but said accountability still "falls well short" of what victims deserved, per MarketScreener.
By giving Harrell both the CSO and Chief Privacy Officer roles, FirstEnergy is adopting what security experts call a "unified security model." This approach is common in federal agencies but rare among electric utilities. The goal is to protect sensitive customer and employee data alongside physical grid assets and digital systems from a single command, according to Yahoo Finance.
FirstEnergy operates roughly 24,000 miles of transmission lines. Cyberattacks on U.S. energy infrastructure have grown sharply in recent years. Harrell's federal background — he led infrastructure protection at the Department of Homeland Security — is meant to signal a serious, government-grade approach to security across the company's six-state footprint, per Benzinga.
Goldman Sachs recently raised its price target for FirstEnergy stock to $54.00, citing "optimism about earnings execution" under the current management team. The company deployed $5.6 billion in system investments in 2025 and has maintained a 4% dividend yield for 29 straight years. FirstEnergy's market cap currently stands near $26.8 billion, according to MarketScreener.
The new compliance and transformation structure is also a strategic play with Ohio regulators. FirstEnergy has a pending rate plan that proposes roughly $800 million annually in infrastructure upgrades. Having a trusted, independent compliance chief report directly to the Board Audit Committee could help secure PUCO approval. All new appointments take effect June 28, 2026. CEO Tierney said the changes reflect "our focus on positioning FirstEnergy for long-term success," per Yahoo Finance.
