Hanwha Unveils 55 Trillion-Won Plan for Space AI Infrastructure, Boosting Korea's Tech Sovereignty

South Korean conglomerate Hanwha Group plans to invest 55 trillion won — roughly $36 billion to $40 billion — in space and artificial intelligence by 2040, according to Korea JoongAng Daily and SE Daily. The plan covers launch vehicles, satellite networks, and an orbital AI data center, making it one of the largest private space commitments in Asia.
Hanwha Group Vice Chairman Kim Dong-kwan unveiled the blueprint at a government briefing in Jinju presided over by President Lee Jae Myung. Kim declared, "The future of self-reliant national defense lies in space," framing the push as a matter of Korean sovereignty, not just business growth.
Hanwha's plan builds space infrastructure in three altitude bands. Observation satellites will orbit at about 350 km. An in-space AI data center will sit at 400 km. A real-time communications network will run at roughly 900 km. Together, the layers are designed to collect data, process it in orbit, and beam results to users on the ground instantly, according to Korea JoongAng Daily.
The observation layer relies on SAR satellites — synthetic aperture radar craft that can see through clouds and work day or night. SE Daily reports Hanwha Systems aims to operate 64 SAR satellites by 2031, enabling continuous, real-time Earth observation for both military and commercial customers.
The investment is divided between two Hanwha subsidiaries. Hanwha Aerospace will spend about 23 trillion won on launch vehicles, assembly plants, and test facilities. The goal is to give Korea an independent way to reach space without relying on foreign rockets, according to GuruFocus.
Hanwha Systems will devote around 20 trillion won to ultra-low-Earth-orbit SAR satellites and related space infrastructure. The remaining funds cover the orbital AI data center and communications network. Bloomingbit notes the total commitment spans both defense and civilian applications.
The Jinju briefing was not just a business announcement. President Lee tied the plan to his administration's Yeongnam regional megaproject, a push to spread economic growth into the Gyeongsang provinces and surrounding metropolitan areas. Korea JoongAng Daily described it as a cornerstone of Korea's balanced regional development agenda.
Space centers, satellite assembly lines, and testing facilities will be built in the Yeongnam region. This gives the area a manufacturing and technology anchor that Seoul has long dominated. The political framing signals that government support — permits, subsidies, and contracts — is likely to follow.
Korea's defense establishment wants real-time satellite intelligence that does not depend on US or allied systems. Hanwha's 64-satellite SAR constellation, once operational by 2031, would give Korean commanders continuous imagery of any target on Earth, updated in near real-time. GuruFocus notes the system is designed to feed both national security and commercial data markets.
The in-orbit AI data center is the most novel piece. Processing data in space — rather than downloading raw sensor feeds — cuts latency and reduces the bandwidth needed to transmit results. SE Daily reports Hanwha frames this as the foundation for Korea becoming an "AI space power" by 2040.
