Tersis and Pingkas Meet Philippine Officials, Exploring Bataan Waste-to-Energy Project

Tersis Technologies (OTCID: TERS) and Pingkas Capital met on June 17 with officials from the Authority of the Freeport Area of Bataan (AFAB) and the Bataan Public-Private Partnership Investment Center to explore a waste-to-energy project in Bataan, Philippines, according to Newsfile Corp. The talks mark the first formal government-level engagement for the venture, moving the project from a signed deal into an active site evaluation.
At the center of the discussions is Tersis' Syngenic V3 platform — a modular system that converts waste into clean energy, producing between 1 and 4 megawatts per unit. The meeting covered Bataan's industrial infrastructure, workforce, logistics, and investment climate, according to Barchart.
Tersis and Pingkas Capital signed a Memorandum of Understanding on May 25, 2026, giving Pingkas a 12-month binding exclusivity to deploy Syngenic V3 technology across the Philippines, according to Paris Star Online. On June 11, Tersis publicly named Bataan as its flagship site. Less than a week later, both companies were sitting across the table from provincial and freeport officials.
The MOU is non-binding and subject to final agreements. But the involvement of the PPPIC — the provincial body that evaluates PPP deals — signals the project is already being sized up as a formal public-private partnership, not just a corporate exploration, according to Sault Star.
AFAB Administrator Mohammed Hussein Pangandaman is driving a push to run the Freeport Area of Bataan entirely on renewable energy. The zone has already shifted to solar and geothermal sources, making it one of the few proven green industrial hubs in Southeast Asia, according to Stratford Beacon Herald. That track record is a key reason Bataan rose to the top of the site list.
A successful WTE project would let AFAB add waste-derived power to its clean energy mix. That matters for multinational companies with strict environmental, social, and governance (ESG) rules, who want to source all their power from clean sources. Bataan's current garbage collection fee sits at PhP 77.90 per cubic meter — a cost the WTE project is designed to offset.
Metro Manila and surrounding cities generated roughly 6.12 million tonnes of municipal solid waste in 2024 alone — enough to power an estimated 335 megawatts of baseload electricity, according to Prince George Post. Landfills are running out of space. The Philippine Department of Energy has been moving to include waste-to-energy in its renewable energy auction program, which would give projects like Bataan's a path to long-term power contracts.
Central Luzon — the region that includes Bataan — has an estimated 100 MW of total biopower potential from planned WTE projects, with a full-scale build-out projected to cost around $500 million. The modular Syngenic V3 units, at 1 to 4 MW each, are designed to scale up gradually, cutting the financial risk that killed earlier Philippine WTE attempts, according to Recorder.
Beyond selling electricity, Tersis and Pingkas are evaluating a strategy to earn Verified Carbon Standard (VCS) credits and Renewable Energy Certificates (RECs). Those instruments let project owners sell their environmental benefits on global carbon markets — adding a second income stream on top of power sales, according to Ontario Farmer.
CEO Antonio Uccello described the V3 platform as built for real-world conditions. "Our focus is on delivering reliable, scalable energy systems in the field," he said, according to Pembroke Observer. Bataan Governor Joet Garcia has separately asked municipal mayors to prepare infrastructure master plans aligned with the 2027 national budget — a sign the province is ready to absorb large-scale projects quickly.
