French naval commandos fast-roped onto the Deliver from helicopters at around 9:00 a.m. on June 24, according to Le Monde. A French FREMM frigate had tracked the vessel through the night after aerial surveillance spotted it roughly 50 nautical miles off Sicily. The crew did not resist but initially refused to hand over cargo documents.
Macron framed the seizure in stark terms. "By intercepting the Deliver, France is acting to uphold international law and dry up the resources of the Russian war machine," he wrote on X, according to APA. The ship is now being escorted to a European port for a full audit of its cargo and ownership.
Ukraine Intelligence Tracked the Deliver Since 2024

The Deliver is officially registered in Cameroon — a so-called flag of convenience. Le Monde noted that preliminary checks point to a shell company in Dubai with links to Russian logistics firms as the likely true owner. Shadow fleet vessels routinely cycle through multiple flags and company names to stay hidden from authorities.
UK Commandos Raided a Shadow Tanker Days Earlier
The Deliver seizure came just weeks after the UK carried out its own high-intensity boarding operation. Royal Marine Commandos, backed by the National Crime Agency, spent six hours taking control of the tanker Smyrtos in the English Channel. The operation used Chinook, Merlin, and Wildcat helicopters alongside Royal Navy warships, according to Taylorville Daily News.
Together, the two operations signal a shift in European strategy. Governments are no longer just issuing financial penalties — they are physically stopping ships. Choking Russia's War Chest One Tanker at a Time

These tankers exist specifically to break that cap. Shipping costs for Russian oil are now expected to rise 20–30% as operators demand higher premiums to take the risk.
Russia called the French boarding "an act of piracy," with Foreign Ministry spokesperson Maria Zakharova warning of "asymmetric responses" against European shipping in the Baltic Sea, according to APA. European leaders have pushed back, saying the crackdowns are necessary to support a lasting peace in Ukraine. Environmental groups have also backed the effort, noting that many shadow-fleet ships are over 30 years old and skip mandatory safety checks, posing a serious oil spill risk.
