California Voters to Decide on First-Ever Statewide Billionaire Wealth Tax

California voters will vote in November on the 2026 Billionaire Tax Act — the first statewide billionaire wealth tax in U.S. history. The measure would impose a one-time 5% tax on net worth above $1 billion, hitting roughly 200 of the state's wealthiest residents News3LV.
The initiative was certified for the November 3, 2026 ballot after supporters gathered over 1.6 million signatures — nearly double the 874,641 required KOMO News. If passed, the tax could generate an estimated $100 billion over five years, with 90% earmarked for healthcare and 10% for food aid and K-14 education Courthouse News.
The initiative did not come out of nowhere. In July 2025, the federal government signed H.R. 1 — known as the OBBBA — slashing billions in funding for state programs. California faced an estimated $19 billion annual shortfall for its social safety net as a result CSUF.
Proponents say the tax is an emergency fix. Medi-Cal, which serves nearly 15 million Californians including half the state's children, faced deep cuts. SEIU-UHW spokeswoman Suzanne Jimenez, who filed the initiative, said the state's safety net "faces billions in federal funding cuts which will only exacerbate existing challenges" Courthouse News.
The opposition is well-funded and high-profile. Google co-founder Sergey Brin is reportedly backing two "poison pill" counter-measures on the same ballot. One would ban all taxes on financial assets. The other would require a two-thirds voter threshold for any new tax The Guardian.
Governor Gavin Newsom also opposes the measure, fearing wealthy residents will leave the state. Tech and crypto leaders have pledged "tens of millions of dollars" to the No campaign The Guardian. Not everyone in power is opposed. U.S. Senator Bernie Sanders threw his weight behind the measure, calling it a test of who really runs the country. "These billionaires are going to learn that we are still living in a democratic society where the people have some power," Sanders said The Guardian.
Early polling shows 52-54% of voters support the measure, with 33% opposed and the rest undecided Ballotpedia. The measure was drafted by tax law professors at UC Berkeley, UC Davis, and the University of Missouri, giving it academic credibility even as critics warn of a "compliance nightmare" valuing worldwide assets like private businesses, art, and intellectual property Capital Group.
The tax targets net worth above $1 billion as of December 31, 2026. The full amount is due by April 15, 2027. Taxpayers can also spread payments over five years at a 7.5% annual deferral charge Baker Botts.
