England's Rail Fares Could Rise Over 4% Next Year Amid Government Review

Railcards currently on sale offer savings for younger passengers aged 16 to 30, travellers who are over 60, military veterans and disabled people.
The Department for Transport says the rail fares freeze is giving millions of people breathing space on their travel costs and is expected to save passengers on some of the busiest routes more than £300 a year.
Lib Dem MP Adam Dance urged Keir Starmer's government to look seriously at cutting rail fares for passengers aged 31 and over, warning there is a real gap in the support available for commuters once they pass 30.
No decision has been made on fares after the current freeze ends, with officials saying all options are being carefully considered as part of post-freeze planning.
England's rail passengers could face a 4.2% fare hike in 2027, driven by a July Retail Prices Index reading of 3.2%, according to The Independent. That formula — which adds roughly 1 percentage point on top of RPI — could push a Brighton to London annual season ticket to about £5,423 and a Leeds to Manchester flexi ticket to around £3,755.
The government's current fare freeze has shielded passengers so far, saving commuters on the busiest routes more than £300 a year, the Department for Transport says. But no decision has been made on what happens when the freeze ends, leaving millions of commuters in the dark about future costs.
Regulated fares in England are tied to the RPI inflation measure, recorded each July. The Sun reported that July's RPI came in at 3.2%. Under last year's formula, the government added roughly 1 percentage point on top — producing the projected 4.2% rise. About 45% of all rail fares are regulated, covering key commuter and long-distance routes.
Unregulated fares — which passengers buy for off-peak and advance travel — are expected to rise by a similar amount. The Scottish and Welsh governments also set regulated fares for routes within their borders, meaning the impact stretches well beyond England alone.
Yahoo News crunched the numbers on specific routes. A Brighton to London annual season ticket could climb to roughly £5,423. A Leeds to Manchester flexi ticket — used by part-time commuters — could hit about £3,755. Those are increases of hundreds of pounds compared to current prices.
The current freeze has already saved regular commuters meaningful sums. The Department for Transport says passengers on some of the busiest routes have saved more than £300 a year. A 4.2% rise would wipe out much of that relief in a single step.
Ministers have not confirmed whether the fare freeze will continue or how large any rise will be. The Department for Transport said it is "carefully considering all options" as part of post-freeze planning. London Loves Business reported that the freeze was designed to give millions of people "breathing space" on travel costs, but that language has done little to calm commuter concerns.
The uncertainty leaves commuters unable to plan their budgets. Season tickets are often bought months in advance. Without a clear government signal, passengers face a difficult choice: lock in current prices now or risk paying more later.
Railcards currently offer discounts for passengers aged 16 to 30, those over 60, military veterans, and disabled people. But commuters aged 31 to 59 get no such help. Lib Dem MP Adam Dance urged Prime Minister Keir Starmer's government to look seriously at cutting fares for that group, warning there is "a real gap in the support available for commuters once they pass 30," according to The Independent.
With fares potentially rising by hundreds of pounds, that gap could grow harder to ignore. Critics say the government's rail support is patchwork — strong at the edges of the age range but missing a large chunk of working-age commuters who rely on the network every day.
