IBM Selects Amaravati for Quantum Computer, Positioning India as Premier Deep Tech Hub by 2026

There are plans for a second IBM quantum computer in India as part of the broader push, with IBM in talks to install another system, though the location has not been disclosed.

In April, Andhra Pradesh formally unveiled Quantum Valley Tech Park in Amaravati, including plans for a dedicated quantum computing campus and partnerships with industry and academia to accelerate research, talent development and startup incubation.
The initiative envisions an integrated quantum ecosystem that goes beyond computing to include quantum communication, quantum sensing and workforce development.
IBM will install one of India's first quantum computers in Amaravati, Andhra Pradesh, by September 2026, Economic Times reported. IBM CEO Arvind Krishna confirmed the timeline, saying quantum computing is at an "inflection point" that could deliver "massive commercial advantage" within two to three years.
The system — an IBM Quantum System Two running a 156-qubit Heron processor — will anchor a 50-acre Quantum Valley Tech Park, Whalesbook reported. Microsoft is also reportedly investing ₹1,772 crore ($212 million) in a separate facility at the same site, according to M9 News.
IBM's choice of Amaravati was not accidental. Krishna cited the city's "deep pool of mathematics and physics talent" as the key reason for the selection. Chief Minister N. Chandrababu Naidu signed formal agreements with IBM, Tata Consultancy Services, and Larsen & Toubro in May 2025 to build the Quantum Valley Tech Park, M9 News reported.
The groundbreaking ceremony took place in February 2026, with CM Naidu and Union Minister Jitendra Singh in attendance. The Andhra Pradesh government also secured 365 hours of free annual computing time for local researchers and state institutions. IBM is also in talks to install a second quantum computer elsewhere in India, though that location has not been named, according to Economic Times.
Quantum computers work differently from regular computers. Instead of processing one calculation at a time, they can handle many at once. IBM's Krishna says this will reshape industries. He pointed to drug discovery, materials science, finance risk modeling, logistics, cybersecurity, and AI as the first sectors to see results, according to Whalesbook.
NITI Aayog estimates India will need 100,000 quantum developers by 2030. The Amaravati hub is expected to be the primary training ground for that workforce, according to the IBM blog. Researchers from the University of Sydney and IBM have also separately identified ways to reduce errors in quantum systems — a step toward making the machines more reliable, Pulse2 reported.
The Andhra Pradesh government is targeting $1 billion in total investment in the quantum sector by 2029, Economic Times reported. The plan goes beyond computing. Officials envision quantum communication, quantum sensing, and full workforce development all operating from the same 50-acre campus in Amaravati.
IBM's global quantum R&D investment stands at $10 billion over five years. The Amaravati centre will plug into the wider IBM Quantum Network, giving local startups and universities access to world-class infrastructure. IT Minister Nara Lokesh described Amaravati's goal as becoming a "global creator of frontier innovations" rather than just a consumer of foreign technology, according to Voice Lapaas.
Not everyone is convinced by the fanfare. Some analysts argue that Bengaluru's Indian Institute of Science and homegrown startups like QpiAI already built India's first operational quantum systems, calling Naidu's "first in India" framing "political gloss." Others note that quantum technology remains largely in the R&D stage globally and that near-term commercial returns are not guaranteed.
There are also broader concerns about sovereignty. Some voices within India's National Quantum Mission warn against total dependence on US tech giants like IBM and Microsoft for critical infrastructure such as cybersecurity. The IBM hardware shipment to Amaravati is expected to arrive by August 2026, ahead of the September commissioning date, according to Whalesbook.
