The report covers 905 days of vehicle use, from November 2023 to May 2026, tracking three cars assigned to Bestard: a Dacia Sandero, a Ford Ranger, and a Subaru Crosstrek. Together they logged 26,917 kilometers — nearly 30 km per day on average. Auditors cross-referenced fuel invoices, GPS logs, and Bestard's official diary. They found 34 refueling stops, many on Sundays or between 6:30 AM and 7:15 AM, with some as early as 3:00 AM and 5:00 AM, according to La Nueva España.

Between 20 and 22 specific trips had no match in Bestard's institutional agenda, according to Levante. The report also notes that while 19 vehicles in his department sat unused or broken, Bestard had three working cars effectively reserved for his personal use. He had reportedly told staff the vehicles were for him only.

The report flags several specific trips with hard costs. In March 2026, Bestard and his Chief of Staff traveled to a hunting fair in Madrid. Despite having plane tickets, they took a ferry and drove, running up a total bill of €2,612. That included €1,920 for three nights at the Hotel Canopy by Hilton — €960 per person. A separate trip to Menorca by ferry cost €600 with no institutional invitation on record, according to Diario Córdoba.

One of the most striking entries is a trip to Toledo linked to a wild goat taxidermy display, with a total cost identified at €3,400. The report also found that the Consell paid €430.96 to replace keys to the Dacia Sandero after Bestard lost them, and €324 for tires and rims on a vehicle under his exclusive control, according to La Opinión de Málaga.

One of the sharpest details in the report concerns the official vinyl markings on the Subaru Crosstrek. Auditors found Bestard was photographed on April 25, 2026, attending a Vox party event in Marratxí using the car — with all Consell markings removed. Bestard initially said the markings were magnetic and had fallen off. The report found an invoice dated May 11 showing the vinyls were re-applied only after the story broke in local media, according to El Correo Gallego.

Coalition Closes the Case, Opposition Heads to Prosecutor

PP Conseller Toni Fuster acknowledged the conduct was "not appropriate" but argued it could not be called clearly improper because no specific internal rule governed round-the-clock vehicle use by senior officials. The PP and Vox voted together on June 17 to shut the case and instead draft new fleet rules for the future, according to La Provincia.
