The retreat exposed a sharp gap between what engineers said privately and what companies said publicly. Government officials and state-run fuel retailers dismissed widespread contamination, claiming only a handful of proven cases. But the emails tell a different story — one of systemic fuel-quality concerns tied to India's fast-moving E20 rollout.
Maruti Suzuki engineers warned that chloride levels in E20 must stay within strict limits. Modern fuel-injection systems are highly sensitive to chloride. Too much corrodes metal parts and degrades performance. Mahindra went further, flagging "organic chloride" — a specific chemical compound harder to detect and more damaging than generic chloride contamination, according to Reuters.
Tests covered more than 250 samples from 21 Indian states. Engineers also found moisture and inconsistent octane ratings across different regions. Octane rating measures fuel quality — low or inconsistent octane can hurt engine efficiency and raise emissions. India's Society of Indian Automobile Manufacturers — known as SIAM — sent a contamination warning on July 28. The move was unusual. Auto lobbies rarely challenge state fuel policy so openly. But after the government pushed back, SIAM withdrew the warning. It said the sample size was not large enough and the testing basis was not strong enough for "definitive conclusions," according to Reuters.
The reversal drew scrutiny. India's state-run oil retailers supply most of the country's fuel. Challenging them publicly carries political risk. Tabla reported that SIAM backed down after receiving government assurances that E20 quality was being monitored. The episode suggested automakers felt pressure to avoid a public clash with institutions tied to the fuel supply chain.
Once the emails became public, the companies distanced themselves from the findings. Mahindra said the data were "preliminary" and "not indicative of an issue with E20." The company rejected any conclusion drawn from the internal messages. Maruti Suzuki and Tata Motors did not publicly confirm the contents of the emails, according to Streamline Feed.
Government officials backed up the companies' public stance. They said only a few contamination cases had been proven and there was no cause for alarm. But the gap between the private engineering assessments and the public statements remained wide. The emails, as Reuters reviewed them, showed engineers treating the contamination data as serious — not routine.
E20 is fuel blended with 20% ethanol. India pushed the rollout to cut oil imports and reduce carbon emissions. But contaminated E20 can damage fuel-injection systems and raise tailpipe emissions — the opposite of the policy's goal. Engineers in the emails stressed the stakes for India's emissions norms, which are already under pressure, according to Reuters.
Consumer protection is also at risk. Drivers buying E20 at the pump expect it to meet quality standards. Inconsistent octane ratings and chloride contamination can quietly damage engines over time — costs that fall on car owners, not fuel suppliers. The internal emails suggest automakers knew this but chose not to say so publicly.
