Potential Tropical Cyclone One brings widespread, life-threatening flooding to Gulf Coast and Deep South.

The National Hurricane Center emphasized that its forecast “cone” shows only the most likely center track—not the full storm impact area—and noted it will test a wider cone in 2026 to include 90% of track possibilities instead of the previous 67% error range. It also explained that its “spaghetti models” guidance uses only the top four or five highest-performing models.
A snapshot from 5:00 a.m. put the disturbance about 35 miles southwest of Port O’Connor, Texas, with maximum sustained winds of 30 mph and a central pressure of 1003 mb, moving northeast around 6 mph and expected to accelerate later. Strong upper-level winds were disrupting the system, and thunderstorms were “displaced well east of the center,” limiting organization; the NHC still gave a “60% chance” of becoming a tropical storm before moving inland.
If it does strengthen enough to become a named storm, it would be the first named storm of the 2026 hurricane season—Arthur (the first name on the list).
Beyond general storm-surge warnings, the NHC specified potential inundation levels: water could rise 2 to 4 feet above normally dry ground from Port Bolivar, Texas, to Morgan City, Louisiana, and storm surge of 1 to 3 feet was possible in nearby coastal areas including Galveston Bay, Sabine Lake, Calcasieu Lake, and Vermilion Bay.
The rainfall threat was not limited to the U.S.: the NHC warned of additional rain of 1 to 3 inches expected in northeastern Mexico south of Brownsville, Texas.
A dangerous storm is churning toward the Gulf Coast, threatening life-threatening floods even before it earns a name. About 56 million people are under some form of weather alert as the storm's moisture stretches from northeastern Mexico to Florida, CBS News reported. NHC Director Michael Brennan was blunt: "The main hazard with these types of systems is largely the flooding from the heavy rainfall... we could see potentially life-threatening flash and urban flooding."
The system was creeping northeast at just 6 mph early Wednesday before forecasters expected it to accelerate. Strong upper-level winds were tearing the storm apart, pushing its thunderstorms far east of the center and making organization difficult, according to National Hurricane Center. Still, the NHC put the odds of it becoming a named storm at 60% before it moves inland — likely striking southwestern Louisiana or extreme eastern Texas Wednesday afternoon or evening.
Storm surge is a serious threat along the coast. Water could rise 2 to 4 feet above dry ground from Port Bolivar, Texas, to Morgan City, Louisiana. Galveston Bay, Sabine Lake, Calcasieu Lake, and Vermilion Bay face 1 to 3 feet of inundation, the NHC warned. Tropical storm warnings are already in effect from the Texas coast through Louisiana. The NHC also flagged 1 to 3 inches of additional rain possible in northeastern Mexico south of Brownsville, according to MySA.
The storm's timing could not be worse for Houston. The city is hosting the 2026 FIFA World Cup, and a Portugal vs. Democratic Republic of the Congo match is scheduled for Wednesday. The stadium is covered, but the surrounding area is under a flood warning. Thousands of international fans could face dangerous conditions just getting to and from the venue, CBS News reported.
Street flooding hit downtown Houston as early as Monday, before the system was even officially named, according to the Houston Chronicle. With isolated rainfall totals possibly reaching 20 inches, drainage systems across the region face serious strain. Offshore oil platforms and coastal refineries near Sabine Pass and Morgan City are also watching for surge and wind damage as the storm grazes the coast.
This storm is also a test case for a big change in how the NHC talks about risk. For 2026, the agency is testing a wider cone that covers 90% of possible track errors — up from 67% before. NHC Deputy Director Jamie Rhome said the new cone is "about 23 percent wider" to better show the true range of where a storm could go, according to Newsweek. The cone also shifted from circles to ellipses to capture both direction and speed uncertainty.
The NHC has long warned that the cone shows only the most likely path of the storm's center — not where dangerous rain, surge, or tornadoes could strike. That message often gets lost. The new design also puts inland watches and warnings directly on the graphic, which emergency managers say will help residents far from the coast take the flood threat seriously, according to First Coast News.
Florida will not take a direct hit, but that does not mean it escapes. Spaghetti models — the NHC now highlights only the top four or five best-performing models to cut confusion — agree the center stays north of Florida. Even so, forecasts call for heavy rain and tornado risk across the western Florida Panhandle, southern Mississippi, and Alabama, according to Florida Today.
Farther east, the Carolinas face a different but still real threat. The storm's tropical moisture is expected to collide with a cold front pushing in from the northwest later this week. That interaction could spin up a new low-pressure system off the Southeast coast by Friday, potentially pushing the flood threat into the Mid-Atlantic through the weekend, WFMY News 2 reported.
