Crowds had already assembled on the 1.5-mile National Mall when the Secret Service moved to clear the area. Summer thunderstorms in Washington can develop fast and carry dangerous lightning. Officials made the call to evacuate before conditions worsened, according to Kansas City Star.
Several parades and other scheduled events were called off because of the weather. The cancellations added pressure to security teams already managing one of the largest celebrations Washington had seen in years, Star-Telegram reported.
Freedom 250 Group Largely Sidelined From Official Planning
Freedom 250, the group organizing Trump's rally, has been pushed to the margins of the broader anniversary effort. A nonpartisan body set up by Congress in 2016 has taken the lead on official planning, according to Fresno Bee. That body fenced off much of the National Mall for its own programming.
Freedom 250 still put its branding on several events. Those include a faith rally featuring mostly conservative Christian speakers and a handful of sports events. The group's presence at the main celebrations has been limited compared to what it had originally envisioned, Kentucky reported.
A Ferris Wheel and Defense Contractors Fill the National Mall
The nonpartisan planning body turned much of the National Mall into what it called a "Great American State Fair." The fair features a Ferris wheel, displays by conservative groups, and booths run by defense contractors, Sun Herald reported.
The setup stretched across the full 1.5-mile length of the Mall. The mix of carnival attractions and political and military displays gave the event a distinctive feel — part county fair, part patriotic showcase, according to The Wichita Eagle.

The rally was not just a birthday party for the country. Trump's team framed it as a political event from the start. Holding it on the National Mall, one of America's most symbolic spaces, gave the gathering extra weight, Fresno Bee noted.
