Ukraine Urges FIA to Reconsider Russian, Belarusian Motorsport Return Amid Conflict

The FIA states the updated rules were approved by the World Motor Sport Council and align with IOC decisions, but it still maintains a ban on organizing events in Russia and Belarus and says it will monitor the situation in Ukraine and could adjust its position in the future.
Ukraine's FAU described the lifting of restrictions as a surprise and warned it could undermine competition integrity, noting that the war has caused significant losses and fatalities among Ukrainian motorsport participants.
The Ukrainian motorsport federation has officially appealed to the FIA to overturn the August 3 decision, urging the restoration of restrictions on state symbols (flags) and any associated neutrality commitments.
The Ukrainian government also publicly urged reversing the decision, with the minister of Youth and Sports sending a letter to FIA president Mohammed Ben Sulayem requesting reconsideration, describing the move as a surprise to Kyiv.
Ukraine is pushing back hard against the FIA's decision to let Russian and Belarusian competitors return to international motorsport. The Ukrainian government sent a letter to FIA president Mohammed Ben Sulayem asking him to reverse the move, calling it "a surprise" to Kyiv, according to RaceFans.
The ban had been in place since Russia invaded Ukraine in February 2022. The FIA lifted it on August 3, citing a World Motor Sport Council vote and alignment with decisions made by the International Olympic Committee. Ukraine says the war is still raging — and the rules should reflect that.
The FIA's World Motor Sport Council approved the rule change on August 3. Under the new policy, Russian and Belarusian athletes can compete under the FIA banner as neutral competitors. The FIA says the move brings it in line with the IOC and other sports federations, according to Yahoo News.
Ukraine's automobile federation, known as the FAU, described the decision as unexpected. The FIA did not fully consult Ukrainian officials before acting, the FAU said. The ban on organizing events inside Russia and Belarus remains in place. But Ukraine says that is not enough.
Ukraine's FAU warned the decision could hurt competition integrity. The federation pointed to real costs from the ongoing war. Ukrainian motorsport participants have suffered significant losses since the 2022 invasion — including fatalities, according to Hot96.
The FAU argues it is impossible to hold fair competition when one side is actively at war with the other. Ukrainian drivers and teams face daily disruptions that their Russian and Belarusian rivals do not. Kyiv says allowing these competitors back sends the wrong message while the conflict continues.
Ukraine's appeal to the FIA goes beyond just barring competitors. The FAU is urging the FIA to restore restrictions on Russian and Belarusian state symbols — meaning no flags or national emblems at events. Any neutrality rules, the FAU says, must come with strict enforcement, according to RaceFans.
Ukraine's Minister of Youth and Sports sent a formal letter directly to Ben Sulayem. The minister asked the FIA to reconsider and reverse the August 3 ruling. The letter described the decision as a surprise and warned it could have negative consequences for Ukrainian motorsport, Head Topics reported.
The FIA acknowledged Ukraine's concerns and said it will monitor the situation closely. The governing body said it could adjust its position in the future if circumstances change. It also noted it may take further steps to comply with international sanctions and existing contracts, according to Yahoo News.
For now, the FIA is holding its ground. Russian and Belarusian athletes can compete — but only under the FIA flag, not their own national colors. Whether that compromise satisfies Ukraine remains to be seen. Kyiv has made clear it wants a full reversal, not a middle ground.
