Police Investigate Masked Man Threatening People Near Philadelphia City Hall Early Morning

Police describe the suspect as a Black male, about 5'8", and say surveillance footage shows him holding a lit cellphone — apparently filming the encounters as he moved between locations. So far, only one victim has come forward, according to NBC Philadelphia.
The most alarming encounter involved a female jogger who was approached twice by the masked man. During the second encounter, she ran away and injured her leg trying to escape. CBS News reported that the suspect asked her directly if she was "ready to die." Police say she is the only victim who has officially come forward.
The incidents stretched across multiple locations, including 15th Street and Chestnut, Market Street, South Penn Square, and outside Dilworth Plaza. The whole spree lasted less than 20 minutes, according to NBC Philadelphia.

Around 5:20 a.m., he briefly entered a Dunkin' Donuts on Chestnut Street. Staff refused to serve him because of his mask. He then displayed erratic behavior and left, according to CBS News.
The mask itself — described as a "Chucky doll" style — made him immediately recognizable on camera. Police are now reviewing footage from all the locations he passed through during the 16-minute window.

That encounter adds at least one more witness to the growing list of people who came into contact with the masked man that morning.
Despite the number of encounters, police say only one formal victim report has been filed. Investigators are urging anyone who witnessed the incidents or was approached by the suspect to come forward. Authorities describe the suspect as a Black male standing about 5'8". He was wearing the Chucky-style face mask throughout all of the encounters. No weapon has been reported, but his verbal threats and aggressive behavior left multiple people shaken. CBS News confirmed police are still searching for him and have not made an arrest.
