Leading Edge Materials Granted 25-Year Lease for Strategic Norra Kärr Rare Earths Project

Sweden has granted Leading Edge Materials Corp. (LEM) a 25-year mining lease for the Norra Kärr Heavy Rare Earth Elements project, marking a breakthrough for European supply security. The Swedish Government confirmed that the deposit has the capacity to supply all of Europe's annual dysprosium requirements — a metal critical for electric vehicle motors and wind turbines. GlobeNewswire reported the concession was officially issued on June 28, 2026, to LEM's Swedish subsidiary, GREENNA Mineral AB.
CEO Kurt Budge called the decision a "transformational moment," noting that Europe currently produces 0% of its rare earth element needs domestically. The approval ends more than a decade of legal battles and signals a major shift in how Sweden — and the EU — views mining as a matter of industrial survival.
The road to this concession stretches back to 2009, when the deposit was first discovered by Tasman Metals Ltd., LEM's predecessor. Sweden's Geological Survey designated it a site of "National Interest" in 2011. An initial mining lease was granted in 2013, but Sweden's Supreme Administrative Court struck it down in 2016, ruling that the environmental review was insufficient, according to Investing News Network.
LEM spent years redesigning the project. The new plan cut the operational footprint by 65% and moved chemical processing off-site, away from the mine. By March 2026, the Swedish Mining Inspectorate formally recommended approval. The government issued the 25-year concession three months later, according to Investing News Network.
Sweden's Energy Minister Ebba Busch made the geopolitical stakes clear. "Sweden and the EU are dependent on rare earth metals from countries located outside the EU, not least China," she said, according to Sweden Herald. China recently tightened export controls on dysprosium and terbium, triggering price spikes in late 2025 and alarming European manufacturers.
Norra Kärr holds an estimated 58 million tonnes of ore. At full production, the mine is projected to yield roughly 248 tonnes of dysprosium and 38 tonnes of terbium annually, according to Crux Investor. That volume could theoretically meet 100% of the EU's current heavy rare earth demand for permanent magnets used in EVs and wind turbines.
The mine's biggest obstacle is its location. It sits just 1.5 kilometers from Lake Vättern, a drinking water source for more than 500,000 people, according to Sweden Herald. Local group Urbergsgruppen has fought the project for years, arguing that any mining near the lake poses an unacceptable risk to the water supply, regardless of the mineral's strategic value.
LEM argues the redesigned project directly addresses those fears. Moving chemical processing off-site was central to winning over the County Administrative Boards of Jönköping and Östergötland, both of which endorsed the new application in December 2025. The company has also opened a "Project Café" in the nearby town of Gränna to maintain community dialogue, according to Investing News Network.
Analysts at Rare Earth Exchanges caution that the concession "is not yet a mine." LEM must still clear environmental permitting, update its pre-feasibility study, and secure offtake agreements — long-term supply contracts — with buyers like European EV manufacturers. Billions in construction financing will follow only after those contracts are signed.
Sweden is also using Norra Kärr as a test case for faster permitting. The government plans to consolidate environmental approvals under a single agency by July 2027 to reduce delays, according to markets.financialcontent.com. Even so, analysts say first production remains several years away, and Europe still lacks commercial-scale facilities to separate and process rare earth concentrate domestically.
